第一幕 第一场，临海街头的野猪头酒吧。这是审问几天后的一个早晨，渔夫们在准备出海，退休船长用望远镜眺望海面，彼得在叫喊有谁肯帮忙，村人们装聋作哑，不加理会。船长巴斯特罗德（Balstrode）和药剂师金恩就走过去帮他。金恩告诉彼得，我在孤儿院已替你找到一名新的见习水手。大家就谴责说，你想用钱买一个孤儿不成？艾伦引用耶稣的话唱《谁若无罪就可以用石头打他》（Let heramong you without fault cast thefirst stone），表示她去帮助领回这个孤儿。固执的马车夫听了这句话，也只好勉强地跟艾伦一起前往。巴斯特罗德一边用望远镜看着海面，一边警告大家说，暴风雨即将来临，大家唱要防备狂风暴雨的合唱，纷纷回家。可是大部分男人，却不约而同地走进酒吧。巴斯特罗德建议彼得离开这个穷乡僻壤，去当大商船的水手比较有前途，可是彼得却说出他的梦想。他说，他必须赚够钱以后跟艾伦结婚。彼得唱《我们已勉强踏入风中》（We strained into the Wind）。暴风雨来临，巴斯特罗德也跑进酒吧。彼得唱《什么港口才能保住平安》（What harbour schelters peace？）
